Alright, @CatHome @Antonius @spkc and anyone else with this issue, give us an update on this firmware fixing the cooldown issue!
I will have to go pull my WCO’s out of retirement and recharge them.
I haven’t been running the Wyze Beta App on my iPhone or iPad.
I assumed that the Wyze Beta App was required to apply the Beta Firmware to the Wyze Cam Outdoor Base, so I’ve just installed it on both my iPhone & iPad.
I cleared the Cache on both devices, as I wasn’t seeing the Beta Firmware offered up to my three original WCO base stations (they are showing to be ‘up to date’ @ 4.16.4.523
I kept the forth WCO that was purchased recently (I was going to return it, but never got around to returning in hopes that @WyzeLi was going to pull through for us ) That forth WCO is on it’s original firmware out of the box of: 4.16.3.117, and it’s offering up an update to firmware: 4.16.4.512
What do I need to do, to make 4.16.4.534 available to update my WCO Bases so I can participate in testing it out?
To get the beta Firmware, start the app, and then goto:
Account > About > Beta Program
Then Check the devices you would like the Beta Firmware for and click save. At this point you should be able to get the Beta Firmware.
I have all devices selected.
“About” is not where I expected to find that

With the exception of one WCO v1, my four base stations all updated without any issues, and Two WCO v2s & seven WCO v1s stayed at 'No Cooldown" and 1 minute max video length.
The one camera that shows an update available from 4.17.0.183 allows me to tap on the arrow to go to the update page, and lands at a blank white page:

Same camera on my iPad Pro, actually prompted me with a dialog box when accessing this camera, and lands at a blank white page as well:

Two WCO’s to include that camera, show “Offline” (actually four of the WCO’s when just now checking), but when I open them, they show a live feed.
Looking further into this, those four WCO’s are connected to the same WCO, which shows to have updated to the Beta Firmware properly, and this WCO shows ‘offline’ as well, but appears to be functioning “properly”

Thanks for the heads up. I was already in the Beta app program, but didn’t know I needed to look under About.
After going through some additional steps, the app prompted me to update the base station first which took longer than I expected and had me concerned at first. Butt after a few minutes it completed.
The cameras did not show a need for an update, but when I went to each Outdoor Cam I noticed the Cooldown was 5 min (previously was 1 min), so I’m guessing the base station saves these settings? Anyway, it seems to let me set the cameras to No Cooldown but I haven’t had time to test — I’ll keep an eye on the cams & it seems I’m properly enrolled in the Beta now.

I have four Bases and 9 total WCOs, all updates with the exception of one WCO v1 they all updated without issue. I’ll delete, then re-add that one WCO v1 this weekend to see if it’ll updated it’s firmware from 4.17.0.183 to 4.17.4.427 (log: 1879689)
I’ll also be testing one WCO, next to a BCP and a V4 to attempt to verify the WCO is adhearing to the ‘No Cooldown” setting.
Actually, another issue one of My WCO bases is seeing:
It shows as “Offline”, along with the 3 WCO v1s that are connected to it showing as “Offline”, yet when I open any of those 3 WCO’s, they are online, and show a live feed:

Just checked my Wyze outdoor V1. I had to reset from the default 1 min to no cooldown.
Camera Firmware version 4.48.4.427 Base firmware 4.16.4.523
Do I need to enroll into the beta program?
I believe you do, and that’ll get you Base Version 4.16.4.534, which so far has my 9 WCO’s maintaining the “No Cooldown” Setting
Mine is working, too. I think the method of getting the Beta firmware is confusing, though. @polarteddyneo did you see Wyze Cam Outdoor Base Station Firmware Beta Test 6/2/2025 - #4 by spamoni the very helpful post by the ever helpful spamoni?
