The v3 cam attached to the floodlight does not recognize ANY SD Cards.
I have formatted the card many times. I have also taken cards that currently work on my v2 cams and tested on the new V3. No luck.
Tested with 16, 32, 86,128GB cards formatted ExFat and Fat32 formats.
I am on the verge of sending this back. This it it’s last hope.
I will say that the SD card works fine in my Floodlight cam, and my brother’s 3-4 floodlight cams.
So if the one you got is having problems, especially with as thorough as you described trying so many different things, then I would certainly call support because you seem to be on top of testing it out.

Open for support between 4 am - 6 pm PT Monday through Friday, and 8 am - 4 pm PT Saturday.
They can walk you through some other troubleshooting to try to get it to work and if they can’t, they’ll usually offer to replace it for you, or if you don’t want to bother with all that, Wyze always has their 30-day return policy. Either way they’ll get you taken care of.
They aren’t open today, so if you want to try something else, I would consider setting up the Cam from Scratch again and see if that resets anything to work like others do.
