I have a hub connected to HMS but it’s downstairs. Can I add an alarm for upstairs?
Not with another hub.
However, you can set up a rule to have cameras set off a siren when there is an alarm and have camera sirens silenced when you disarm the alarm. That is what I do. I just have a few cameras in different locations that match the HMS siren, and then I can have sirens anywhere I want them. Works pretty well IMO.
What about the pre alarm trigger sound like the countdown?
That is a little more difficult since the cameras don’t have a beeping noise to match, only a siren. However, I sometimes use an Alexa Echo speaker and have it make a sound for the entry delay beeping or exit delay beeping, but this is a lot more complicated to setup and takes some technical workarounds. 
For the most part, my general answer is that there is no easy way to do that right now.
