I just got a V4 Camera, I tried researching the internet for this answer without luck - tried to chat with Wyze, no luck.
Can I move the camera angle from my phone with this camera? The smart focus isn’t following movement, and I can’t move the angle by swiping the screen. I also dont have arrows to move it.

No, you can’t. It doesn’t have tilt or pan features like Cam Pan v3 or earlier Cam Pan models.
Smart Focus works kind of like a zoomed PiP feature. If you enable Smart Focus while viewing the camera’s Live Stream screen and the camera interprets something within its field of view that it determines may warrant additional interest, then the app will create a smaller inset window (which you can drag to a different location with your fingertip, if desired) showing the entire field of view while the main view pane zooms in on whatever Smart Focus “thinks” is important. The camera’s position is static, but Smart Focus can give the illusion that the camera is tracking something (like a person) in an effect that can bear superficial resemblance to a Cam Pan which actually does move the camera while tracking motion.
This is demonstrated (too briefly, I think) in the launch video in the About Cam V4 article in the Help Center. You can probably find better demonstrations if you look at Cam v4 reviews on YouTube.
Incidentally, Cam v4 also has an actual PiP feature if your phone supports and allows it.
