I just purchased a v3 cam pan. All indications are that it is an outdoor camera. Why then am I required to purchase an outdoor adapter for this outdoor camera? The cable was way too short so I had to buy a longer cable. Then when I started to install I found out on YouTube that I need an adapter. I have 5 Wyze cameras plugged outdoors with out adapters. Why do I need one for this camera?

You don’t need to buy an outdoor power adapter, in reality you’d still need to plug it into a properly protected plug (with an in-use cover) so might as well just use any standard USB power adapter inside one of those covers. I’m using a stock Wyze one in my garage that gets plenty of heat and cold (but no water) without issues for a couple years now.
Personally I ran all my cables indoors through windows so that I don’t have to worry about the plug being exposed to the elements, and am using the stock flat 6 foot cables.
The main benefit to the outdoor power adapter is the AC portion is longer so you get more overall length without exceeding the 15 foot limit of USB (though some have pushed that to 20 or 25 feet, sometimes more).

It isn’t required, but if you plug the AC adapter portion in outside you need to use a weatherproof “in use” cover, as with any AC connection outside (including when using the Wyze outdoor adapter).
I would not exceed about 20 feet on the USB cable, if you need longer than that you’d want to look at other ways to extend power. 25 might be ok if you get a thick cable, but that is pushing it.
For the question you posted in another topic, you can mount the cam “upside down” and in the app there is a “rotate 180 degree” option however if you install it this way, you’d want a cover over it to protect it from rain, I learned the hard way (and so have others) that it really isn’t waterproof when mounted that way, even if under an eave, etc.
