Clean the surface of the solar panel by wiping it with a soft cloth dampened with water.
I imagine the dried stuff might require some gentle scrubbing, and I might be inclined to wear gloves (and thoroughly wash my hands afterward regardless) for that chore. There’s also this Forum topic, though it’s not specific to the Solar Panel itself:
