Can a Wyze Lock be unbound even if it's not connected to WiFi?

We just bought a house that has a Wyze lock installed on the front door. When I try to pair it with my app, it gives me an error and says the lock is connected to another account. I tried asking the previous owners of the home to remove the device from their account, but they are worried that won’t work since there is no WiFi in the house anymore. I think it will work because I assume deleting it on their account will then make the device unbound in Wyze’s database, then when I try to pair it, it will use my phone’s internet to check the database and allow me to pair with it.

Am I correct in my assumption? Or do we need to get their old wifi set up in the house if we have any hope of unbinding the lock from their account?

This says it needs to be deleted from account.

If the previous owner still has an account and a mobile cell phone, they can delete the Lock from their account while on Cell Service
