I think you’re doing the right things otherwise, and the screenshots you included are helpful for showing that you have your Cam Pan v3 enrolled to receive beta firmware when that’s the newest available. The thing that puzzles me at this point is why your Cam shows that it’s “up-to-date” on firmware version 4.50.15.4800. (Incidentally, one of my Cam Pan v3s shows the same thing.) Newer versions have been released since that one dropped, and at least one of those has a download available for flashing if you’re interested in that. Unfortunately, it’s not a version that includes RTSP. I think at this point you’re probably stuck waiting.
