Can some one point me in the direction as to what the controller is designed to do?

@GAR1234, this is the answer I recall reading before:

Its purpose Is to protect the doorbell from excess current flow, it acts like a relay. Your transformer is most likely operating under minimum spec

Given that (and my very basic electrical knowledge), what you proposed makes sense to me.
