I have two Bulb Colors currently is there a way to sync them to match in terms of color and brightness with a rule?
Welcome to the forums! Are the bulbs in a group? You can use the group as an action when creating rules. Unfortunately as of this time any color related variables in the rules is not available, I use Alexa to change group colors on my end right now.

If you only want to match the color, as @Omgitstony indicated, create a colo bulb group. Then set the color for the group. You currently cannot control color via a rule.
