I would like for the Settings option To be on the first page in the app it’s annoying to always have to click on live view just to click on the settings gadget. And then, all of the options is like all over the place everything that’s included in the app should be in settings we shouldn’t have to go above and beyond to find certain Options.

I agree. A settings button beside the On\Off toggle button would be nice!
But, this is a Feature Request. Those are handled thru a new topic post in the Wishlist. Go to the Wishlist, search the topics for one that matches your request. If you find one, vote for it at the top, like 
some posts, and add your reply post to support the request. If you do not find a match, submit a new topic for approval.
In your search, you may find that Setttings button before livestream may meet your request parameters.
