Whenever I get notified that there is a new firmware update for one of my devices, if I select the “What’s New” link… I just get directed to a catch-all forum post containing all release notes… but the versions never match up and I can never find the correct ones…

Yes…sort of. What’s wrong is your expectation based on how things currently work.
Your screen recording indicates that you’re participating in the beta program for the app and firmware, which means that you should be checking the Beta category of the Forum in order to learn what those firmware versions are expected to deliver. For your Cam v4s, this would be the latest such topic:
This is actually a Help Center article, not part of the Forum, and a potentially useful shortcut is https://go.wyze.com/releasenotes. It’s important to note that this covers production releases, not the beta firmware updates that your video demonstrates. I’ve requested that Wyze incorporate deep-linking into this article from the app for relevant (production) firmware updates so that users don’t have to perform further navigation and accordion expansion, but I have no idea if or when this will ever be implemented. Even if it was, I wouldn’t expect that to apply to beta firmware, because posting those notes in that location just isn’t part of Wyze’s practice.
