When I share access to my Wyze Cam v4 camera with another user, is there a way to limit their available functionality?

No. As @dave27 indicated, there is currently no granular control for user permissions when sharing cameras or any other Wyze devices.

But, for example, I do NOT want them to be able to turn On or Off the camera. Is it possible to do that?

No, and I just confirmed this by turning off a Cam v4 with a shared access account and then checking it from my own account (where the camera was initially added and shared from): The camera was off when I checked with my account.

The problem we run into is that I want to give her full access to control settings also, but there is no permissions list for users who have access to the camera. One of the Wyze cofounders mentioned earlier this year that he thinks things like this should be in the app, but I don’t know where it is with respect to development priorities or what specific sharing/permissions features they might choose to modify. As far as I know, though, the Wishlist is the place to share your thoughts on things like that.
