Authority restrictions for shared users

I was wondering if there is a way to have an official user that can toggle on restrictions for certain controls (on/off, privacy, etc) so shared users cannot adjust or change settings?

Also shared users are complaining about constant pop ups on phone notifying of movement on camera. Would like a way to toggle it off/on?
