How does the dusk to dawn rule work?

How does the dusk to dawn rule work? Is it based on the location of the phone which has the app or is it based on the location of the router? For example, the device will be located in the Eastern time zone, but my phone may be located somewhere else in the world.

You are asked to select the location of the device when you use sunrise/sunset in a rule. The map starts at your location, but you can change it.

Thanks for the information. My goal is to set up a series of rules for a strip light that will turn it on at sunset and off at sunrise except when I am home, then it will remain off. I already have a geofence rule set up for my V3 cameras that they power down when I am inside the geofence and power up when I am outside of the fence. It usually works, but not 100% of the time. FYI, I do use two separate geofence rules, one to power down and one to power up. Should I also use two separate rules for on at sunset and off at sunrise?
