How do I setup 12 sec recording on Cam v4

If you’re referring to the free Cam Lite, the v4 is not compatible. The only options are purchase a subscription or install an SD card. If you already have a subscription, it should have asked you when you set it up to add it, but you can go into your subscription settings and add it after the fact too.

Have a SD card installed.

In that case when viewing the still photo of an event, just tap the “SD card” or “jump so SD” or whatever the v4 calls it. Should take you direct to the event recording.

Trying to tap the photo or the play button below it will just nag you to subscribe.
