I’m not sure why the update isn’t getting you all the way to 1.0.98, but they have said at other times previously that they do slow roll-outs of firmware, so maybe this one’s just taking longer. Thanks for reporting some success! 
I can’t speak for Wyze, but I know in the past some things have missed getting to the Release Notes & Firmware page. For instance, right now I’m looking at the Firmware Update screen in the app and seeing my Bulb Color (BR30) sitting on firmware 1.0.1.51 with 1.0.1.56 available and Bulb Color v2s on firmware 1.0.2.51 but being offered 1.0.2.56. The only official announcements for those numbers that I’ve seen on the Forum have been in a firmware β test topic, so I can only surmise that they’ve graduated to production without an announcement. 
I wonder if other firmware versions you saw while stepping through updates were also betas that had maybe been released to production without official announcements to that effect: 1.0.92, 1.0.94, 1.0.95. Firmware version 1.0.98 had its own beta topic before this production release, too.
That’s what the app is offering me, because mine is still on 1.0.80.
