Consistently sent to home screen within 3 minutes of viewing events or playback from sd

For about 6 weeks now whenever i try to view events or watch playback from my SD i am sent to the home screen consistently after 3 minutes of viewing events or playback. it is almost as if there is a timer that boots me to the home screen every time i try to use either feature, even if im in the middle of recording from playback. it happens when i try to view an event or in the middle of viewing an event, or when i try to open another event. it is extremely frustrating when viewing playback, however i have learned to note the time frequently when trying to record from playback.
i also have a issue when i am able to record from playback where the playback speed fluctuates from being accelerated to being super slow, and if the sound is recorded it is accelerated or slowed at a different rate than the video and doesnt match up with the video.
also despite having cam plus i usually only get events that are 12 seconds long (but not always) even if something is happening that should cause the event to continue recording ( like a vehicle moving or a person moving ) as soon as the event is cut off at 12 seconds another 12 event starts recording. most of the time my cams record 12 second clips constantly despite there being no activity to record.
i have cam plus on three V4 cams
it happens on all 3 cams
i have 1gb internet and a very strong signal to each cam
adding or unplugging cams doesnt change anything, the issue still happens
occours on my android A53 and iphone S3 as well as every other device ive tried, however it takes longer to happen initially on my older android phones, but eventually it happens and once it happens for the first time it continues to happen within minutes every single time.
i have been working with a state licensed digital investigator to gather evidence for part of an upcoming court case against a party who lives within 50 feet of me, who i have suspected is, and has been tampering with my internet for almost 2 and a half years now. i have experienced ongoing and ever changing issues with my internet/wifi over the 2.5 year duration, the only time i didnt have issues was after i switched my isp and left my old router plugged in as if i was still using it for 2 months. i stupidly unplugged it one day and within 3 days i started having issues again. the digital expert is still preparing the report but told me that my internet is “definitely not normal”

im not tech savvy but i remember that when the investigator was capturing packets to analyze one of his laptops was capturing over 2,000,000 packets in less than a half hour, and his other laptop was completely froze. does 2,000,000 packets in less than 30 minutes seem high? i know when he did the same type of packet capturing on the opposite side of my house that he only got like 400k packets over 4 days of capturing.

i live in a house on a .25 acre lot with one house that is less than 25 feet from mine and another that is over 75 feet from mine, the rest are over 150 feet away. my wifi analyzer app detects 60 to 100 access points most of the time until it experiences the issue described below. 4 of the detected access points appear to be duplicates of my 2 access points, the only difference being the last letter/number of the mac being different and having hidden ssids. even the signal strength is the same or slightly better but not by much.

i understand this issue is most likely from whatever was described as “not normal”

i have a very similar issue when trying to use another app on my phones that is used to analyze wifi, within less than 3 minutes this app goes from initially showing up to 100 detected access points and their signal strength, to sometimes showing fewer access points, and always showing whatever access points are displayed have no signal, including the one my phone is connected to.

my firmware and apps are up to date

if anyone has any idea what could possibly be going on please let me know. i understand this is probably not a wyze issue but i am hoping someone has some insight about this.
