If you already have Cam Plus on the Duo Doorbell, you should be ok today. you can go to he live View and make sure that camera is selected. But Live View does require Cam Plus. I personally have Cam Unlimited as I have more cameras to justify that. So most of my cameras function in Live View.

You are correct, there is no method to see recorded footage on your PC from an SD Card or even from the cloud without the connection. You could potentially use other alternatives like Tiny Cam or you can use one of the 3rd party Integrations in Home Assistant
