I have a cam pan 3, it is powered off , but while it is powered off it will start to rotate by itself with the power off . Any suggestions to this problem?
Powered off or just marked offline? The cam is still powered up and active when you disable it in the app. What kind of rotation is it doing, the type when it first starts up and calibrates, or more like tracking motion or doing pan/scan?
If it is doing the startup calibration, it is having some sort of issue causing it to reboot. Could be a bad power adapter, or the camera itself is dying. When I had one that got water in it, it would reboot every few minutes and do the startup calibration.

Camera may be failing, that’s what mine that got water inside it was doing. Also I think if it can’t connect to wifi for a certain amount of time it may reboot, but I’m not positive on that. You may want to put it on a smart plug and actually power it off when not in use.
If it’s doing the startup routine, it obviously is NOT powered off - turned off maybe, but not powered off. So I am going with Dave27 that it’s power source is either being turned off and back on or the wall wart is failing.
Yeah when I replaced the Pan cam of mine that got water in it, I also replaced the power cord (why not, came with a new one). In the process of removing the old one it got pulled and bent a lot, and after that the cam had similar behavior, would do the start up sequence every few minutes. So a dying wall wart or damaged cord (or possibly water in the cord/camera) are all possibilities.
Easy enough to test the wall wart if there is a spare 2 amp one laying around, many samsung phones came with 2A chargers. Cord may or may not be easy to test, OP can use any micro USB cord, but without the right angle adapter it can’t be mounted during the test since the cord will stick straight down. If neither fixes it, and the camera may have gotten wet inside, put it in a bag of rice for a day. Believe it or not, worked for mine.
