And how are you going to enforce this when the camera is behind the window glass and nobody else knows it’s there? This is impractical in any urban area.
In Oregon you can record video in any public place where privacy is not expected. Oregon law gets tricky because Oregon is a two-party Audio recording state where all parties need to be informed Audio is being recorded. I am legal in my state with my cameras aimed at a public area and my cameras are inside my house so No Audio is being recorded.
I am not going to enforce it. That will be left to others.

Minnesota does not require the permission of the other party to record audio.
My cameras are visible from the outside and I even have a sign by my porch. Yes, I know I need to do some trimming.

The cameras at the shop had no audio capability. Signs posted informing everyone they were on camera were clearly visible. In Missouri and Illinois anything outside is ok to record. Some people might beat the cr@p out of you for recording them. I saw a YT video of a lady who walked in front of a Ring doorbell and it said she was being recorded. Her reaction was funny. She said something like “uh uh. Not having none of that” and she rips the Ring doorbell off it’s mounting.
Well at least THAT’S true! Rofl
