The Rule button shortcut takes up too much of the screen. Give us the option to turn it on or off. We don’t setup rules every day.

I believe they are taking about this:
If you don’t have any shortcut rules enabled then this fills the empty space. It’s a waste of space considering the + button is just right in the corner.
