If you’re playing with beta firmware anyway, then you probably want to grab the latest version, and you should be able to do the OTA update for that—no need to re-flash. I don’t have any Cam v3s, so I can’t speak to that experience, but updating my Cam Pan v3 to the latest beta firmware with RTSP cleared up the “(code -36)” error for me when trying to view the live stream in the current production app.
