Captain Obvious says it is a raindrop on the lens being blown by the wind.

Looks like the headlights of the car are distorted shining through what looks like fog / trees or something in the background because when the car lights are more sharp the “ghost” disappears. Plus it moves in unison with the car speed.

Probably right about the car that I didn’t notice.
This video is from last summer. I was bushing my Golden Retriever in my backyard. Clumps of fur were floating over my house to the front yard. Kind of eerie to see when I first checked my cameras.

In places in the south where they grow cotton, a lot of it floats around in the air after they harvest it.
