Most (but not all) helicopters make a lot of noise. I have a bunch of them fly by my house almost every day( Life Flight/Police/Power Company/Private) and I can hear them coming a long time before they are visible.

Stealth copters are amazingly quiet.
And hard to come by. There are none around here except maybe at Travis AFB.

My boss had one that he flew from home to work. He also had a secret service detail.
I doubt he has any desire or effort to scare people.
