I don’t have home internet, so I don’t have wifi. I only have a data connection with my phone plan.
I was wondering if I could setup a Wyze Cam V4 at my local public library that has free wifi, then bring the V4 home and somehow view it on my phone with data connection?

You could have Internet at home without using WiFi. While “in this day and age, it’s so very rare most people would not believe, but you could connect to the Internet - at home - without WiFi. For instance some provider, an ISP would bring Internet to your house. It could be via cable or copper phone lines or these days even satellite. Once its at your home, you connect some type of modem, we usually call it a cable modem to the “connection”. Generally that cable modem as at least one, sometimes 2 or 4 Wired/Ethernet connection ports. You would connect an Ethernet cable to a desktop or laptop or a switch and split the signal going to more than one computer. or a maybe a printer. See? All done without WiFi. Rare, but done. Where is this usually done? Business, lots of business don’t use WiFi, they only used wired connections. Back at home, if you connected a router to one of those ports on the cable modem, then your router likely provides the WiFi signal broadcast around your house.
Now, go back to your question using any of what I just explained would not help you with your data phone plan to Wyze cam. Data phone plan is talking cellular, and cellular has a “gateway” to Internet, but Wyze cam depend on WiFi. No cable to the house? No copper phone lines for DSL? You might think about one of the G5 Internet box,(gateway and routers combos that T-Mobile is pushing. So, do others, but you likely have seen T-Mobiles commercials.
