I want to give the command “turn on the fountain for 5 minutes” but Google Home refuses to do it because it can’t schedule outlets due to security? I described it as a lamp but that doesn’t work. Previously I had another outlet that would allow this but it wasn’t waterproof 
That is a Google Home “Safety” feature that is more an annoyance than anything.
Go into the Google Home settings for the device and reclassify it as a different type of object. Keep trying objects until you get one without the restriction. I think TV is one they don’t restrict.

Glad you found a solution! I ran into that too and was steamed at their concern for my “safety”. 
I’m not sure, but I think there were others that worked too.
