According to the quick start guide for the cam pan v3, if you mount the bracket as illustrated with the camera on the bottom, the top of the bracket contains numerous indentations where rain and snow can collect, Believe this bracket should be smooth on top and bottom so bracket can be installed either way.

You are correct. The mount can be connected to the cam only one single way due to the recessed screw hole. If the cam is then mounted upside down, water and snow can collect on what is now the top of the mount and the screw hole is not gasketed or sealed in any way. Water can seep down onto the platform of the cam where the plug is located. The mount seems like a mere afterthought in packaging.
