Cam Outdoor at night shows a fine dark picture of across the street but every few minutes or so it flashes white.

May want to post a video showing it. There is nothing external that is flashing that might be causing that? Keep in mind when dark, it won’t take much light to seem really bright on the cam. It is a pretty old cam, it may simply be dying.
White flashing light may be the IR lights turning on and off if night vision mode is set to AUTO. It happens anytime the cam detects motion with the PIR.
That’s fair, I’m not sure how that old cam handles night vision but assuming it is like the newer ones, there will be a total washout when it switches. But after the washout, OP should see a clear black and white image instead of just pitch black (if that’s what is happening).
