I would like to set up a cam on my boat for when we leave it at docks at restaurants or marinas. My plan is to use my cell hotspot for WiFi and plug the cell and camera into the boats USB ports and run off one of the boats battery banks. And monitor from a second phone, In my mind this seems fairly straight forward, am I missing something? Just want to confirm before I invest in an iPhone exclusively for the boat.

You might consider a mobile hotspot if you don’t need a full phone.

This should work fine. Make sure to use a Wyze Cam Outdoor(battery powered) or V3 if the camera will be outside. I agree with @chrisjost that a mobile hotspot is probably the best for this use.
