I like this advice in general, and it’s something I did when I was having a similar problem with a Cam a few months ago: I would find that the camera was powered but offline with its status LED blinking red and blue. By swapping some things around and doing some additional testing, I was able to determine that the culprit was the Micro-B connector in the OEM cable and eventually bought a new third-party cable to replace it. That solved my problem, so I’m definitely on board with swapping your Cam v4’s cable with a known good cable (e.g., one from a camera that is operating as expected) as a troubleshooting measure.
