Will my old Wyze cam be able to work with the new Outdoor cam and Base station?
No, only indirectly through the Wyze app.
From what I understand the new bases support ONLY the new cameras, up to exactly 4 WOCs per base.

The WOC is compatible with the Wyze app, but requires connection to its own base wifi. It does not connect to your WiFi except thru the base WiFi, which must be hardwired to an Ethernet port on yours. Playback features are different also.
