Government agencies don’t use consumer grade equipment which includes Reolink which is at the high end of the consumer grade security camera systems.
Most agencies are using CoHu, WTI, Sony, etc…
Usually with Coram or similar IP cam AI network appliances.
The margin’s thinner on consumer electronics. Not enough revenue to expect kickbacks. 
True, a W.T.I. or CoHu IP cam will set you back $3-4k and that doesn’t include the AI appliance

How about donating it to the Placerville Police? They could put in an SD card and have another camera watching their personal vehicles.
Before I retired, I had a security camera aimed at where I parked my pickup.
They have professional security cameras already.
Seems no locals are interested, so next will be open to anyone that sends a prepaid UPS shipping ticket.
I will box it up and put their prepaid UPS shipping label on it…..
