Audible smoke alarm alert

I thought I had this figured out but I’d like some help on this one. Is it possible to program a shortcut rule that allows me to receive an alert to smoke/co detection when notification / alerts are turned off? In other words, in the case of a real emergency, to be able to override a silenced setting.

I don’t think you can override a setting like that.

Then what else is “unmute notifications” for?

Unmute is the opposite of meeting them so if you mute the notifications. You would then have to select unmute notifications to turn them back on. It doesn’t override anything it just turns them back on.
