I’m not much when it comes to words, but for me, the word that immediately comes to mind is, “reboot”.

“Restart” is a soft reboot, that is, the hardware never loses power, but the controlling software starts afresh. “Power cycle” is when one completely turns the power off and then switches it back, forcing the controlling software to start again.

Is there a difference? I’m not sure. I never worked at the hardware level, but I would guess the firmware (in case there’s a writable portion) does not get a fresh copy during a soft reboot.
