Can anyone tell me how to Rearrange Devices on my Wyze app display page.

Welcome to the forums! On the home page, Click the pencil in the upper right, then edit devices, then click, hold and drag the equals sign on the far right if what ever device you want to move.

My list of devices on the Home screen becomes too long. Is it possible to create folders/groups in this list?

Yep! You can group similar device types. I have groups for indoor cams, then a group for outdoor cams, my living room bulbs, bedroom bulbs, etc. Click on the “+” on the upper left of the home screen and then create device group.
