My pan cam v2 will randomly restart itself whenever it is recording person events, I’ll be in front of the camera and it’ll be following me and then the camera will flash red and blue and do a 180 and then come back to its position.

Swap out your Power Adapter with one that supplies 2A or better and possibly check the cord an plug connections as well for corrosion or loose connections. It sounds like a low voltage reboot when the motors amp up. If it still does it, I would suspect a loose connection wire internally that is causing a low voltage reboot when the cam rotates.
Test it with tracking off to isolate the issue to motor involvement.
