Shift color temperature and brightness on a schedule independent of any actions or other triggers

Is there a way to shift the brightness based on a schedule if the light comes on based on another trigger? For example, from 9am to 5pm 100% brightness and 5pm-9am, overnight reduce the brightness to 25%?

How would you accomplish this without using external triggers? I can create a rule that basically says when the light is turned on, turn it on at this brightness and temperature during a certain time of day. The app complains about circular logic and it doesn’t do anything.
