Pan 3 won't display on phone but displays on web app

I just installed a Pan v3 and I can’t see it on the app on my phone. It gets stuck in Step 1 of 3, “starting up a secure connection” and it eventually tells me the network is unstable and to switch to 360p mode. But when I look on the web app it displays perfectly, so I don’t think it’s a problem with the camera’s connection to my network. Signal is strong, and I have 6 other wyze cams that work fine, many farther from the router. So it seems like maybe it’s an app problem?? Any ideas?

What app version and what phone?

Normal single or dual band router? Mesh? 2.4ghz band? Wyze app cache cleared? App closed and restarted? Camera removed/deleted and reinstalled?
