does event viewing on the app impact the battery life of an outdoor cam?
No. Live view does, and recording the event does, but viewing the recordings does not as those are housed in the cloud.
If you have a memory card installed in the cam (and not the base station) and you’re viewing the album it also does use some of the cam’s battery since you’re accessing the card in the camera.
