I just hooked up a Cam-4 in our business, and notice it has subtle dark and light horizontal lines that scroll down slowly. Is that a camera issue or is it due to the LED lighting in the business?
I only see that when my LED lights are on. But the V4 is better than the V3.
Can you turn off the LED lights and see if it changes
Agree with spamoni - It’s your LED lighting. Do a test with the LED lighting off, or for a test, put in incandescent bulbs (if you still have any of those left).

Yes, it appears to be the LED lights causing the issue. Not sure why though. Not horrible, but it is distracting. And yes, Cam v4, not a Cam Pan v4.
